DB villains tend to be very simple in their characters and motivations. It's nothing exclusive to Cell. Black/Zamasu has a reason to be evil beyond "because I feel like it" or "because I don't know better", so in that sense, there's more to him than all of the past DB villains. But there's more to an arc than it's central villain, and the Black arc has yet to deliver much beyond that.

We practically know nothing about Black. We don't know where he came from or who he really is. We know fucking zilch about his motivation either.

All we know so far is that he looks like Goku, has some weird ki, enjoys killing people and seems to perhaps enjoy fighting against strong people (like Goku). As it stands now he is a completely shit character. Cell had way more depth. You have to think about all 3 of Cell's forms by the way. And also consider the fact that in DBZ there are 2 Cells from different timelines.

Cell does have an interesting background. But in terms of accomplishments, he hasn't eclipsed Black. Remember, the Androids did most of the work on the planet before Cell appeared. Black subjugated Earth to terror all by himself.

The Android & Cell Saga wasn't about petty Revenge from the Red Ribbon Army.
It was about learning that you weren't going to live on forever and to raise your children to take your place.

19 & 20 were robots symbolizing the common adversaries of retirement/aging.
Literally Fat & Old Age suck the energy out of Goku.
Then Vegeta shows up and shows that he can keep working out and kills fat, but Old Age escapes him.
Old Age also sucks some of Piccolo's power, and his fathers arc was all about restoring his youth.

17 & 18 symbolize the endless energy of youth, and Cell symbolizes the cumulative combination of all of Goku's enemies from the past.
Cell + 17 + 18 = the endless generations of Goku's enemies who will destroy the world like their fathers attempted.

Goku & Vegeta both fail and go train their sons to fight Cell.
Vegeta trains Trunks like a Saiyan, telling him to fuck off while he insisting he'll be the one who'll defeat Cell.

Ofcourse it being animation there are moments they are off model but the majority of the time they are kept in model.

Black is drawn with three, this has taken a lot of people to assume that somehow Black is a version of Goten.

This is ofcourse entirely possible but not yet seen in the show. It would also mean that Zamasu somehow turned Goten into the villain we see.

Why are people memeing Cell was a bad villain? He wasn't even a "villain" per se, but an artificial creature looking for his own place and purpose in the universe, constantly questioning what did his (beloved) father want him to become, after carrying out his programmed duty to absorb 17 and 18. He was a slave to his Saiyan/Freeza genes which gave him killer pulses he couldn't suppress. It's a pretty sad story. Of all the unredeemable villains Cell was by far the most troubled and understandable.
