Probably has to do with the speed of the action. Angelica's swords move too slow and there is those odd pauses in combat where everyone is just standing and staring.

It was more interesting when Ilya and Miyu were fighting against known characters like the servents, Bazett and Gil. Even Kuro was basically Emiya.

Horribly slow pacing. The manga strong point is the condensed action, humour and fanservice but it also hide it weakness: passable plot at best and clumsy character development.

The anime adaption want to drag thing out and put emphasis on the plot and characters The result is bad as it remove most of good things and expose its weakness.

Also it's been 3 seasons the action scenes mostly consist of seing the girls running everywhere.
