Not really. Considering how they're able to bring stuff like crossdressing Mob or the Tsuchinoko, they obviously care about balancing the "esper fighting" story arcs with episodic ghostbusting to give an accurate portrayal of what MP100 is about.

You cant judge Mob on one Episode alone, cause it has too many different mini arcs with different themes, each trying to develop characters in a different way. There is not one right way introduce someone to Mob. Just knowing its the story about a troubled Boy trying to better himself is enough. Also that Omake set the atmosphere right, thats not called exposition thats what should expected from a visual medium.
