Its impossible, anime designs will always juxtapose any scary elements written into the show. You can definitely have good psychological or incredibly tense moments, but genuine horror? No. Its like seeing bad CGI in a horror movie, even if the movie is written well, the bad CGI will take you out of it every fucking time.

Manga is definitely closer to horror than anime ever will be.
