If you follow the events in the manga, that all occurred over the course of a few seasons. Top picture was in autumn, then Ed travels to Dublith and Xerxes for a few months until he winds up in Briggs that winter. And then, he's on the run until the big battle a few months later that spring or something.The two frames are representative of Arakawa's art at those times. Turns out that after years and years of drawing a manga, your art style can change somewhat, even with not that much time has passed in-universe.
