Probably not. That would defeat the purpose of stands. Whether or not Ultimate Kars could develop one would mean that Stands are in fact related to Hamon.

Hamon and Spin are related to Stands because whenever you master a certain practice you can potentially get a Stand relating to it.
Both Tonio and Aya got Stands relating to their occupations because they mastered them.
