That's very unlikely for TV anime. Depending on the length, it might have around half the episodes done by the time of airing if the schedule is good. Good for Oshiyama if he does manage to wrap it up early, but I won't count on it.

Flip flappers will look good for 2 episodes and fade into mediocrity. Yuri on Ice won't have nearly as many sakuga scenes as you think. Long Riders will be average.

Why do you think so? We've had footage since its announcement in March, that seems a good sign that the scheduling isn't a mess and I think we can trust Oshiyama and Kojima to pull in good animators.
