Julia on her own isn't all that special, apart from being a pretty woman with an air of danger about her. Those are nice but par for the course for someone in Spike's line of work.

What makes the whole business with Julia so important to Spike despite this, however, is that everything involving her was left unsaid, unfinished, and with no closure. She's the physical representation of his former failures and the life he ostensibly left behind but didn't actually leave behind. He can't forget about her and live in the present for the very same reason that he ends up dead--because he can't put his past behind him and move forward like everyone else on the Bebop was able to do.

It's obviously meant to be viewed in a symbolic rather than romantic light.

Some of the laziest people have the most potential when they actually bother to try. Spike is one of these cases, where in the past he was actually charismatic and got shit done. His character is a product of the past, much like the entirety of the human race. He's well written for that reason alone.

This. Julia didn't even need to be fleshed out, she wasn't so much a character as a plot point in Spike's development.

Her and Vicious were there to make Spike's past a bit clearer, not to be compelling in and of themselves.
