That's sort of the case. It was in planning for a long while, and during this period we got other things like Tenchi Universe and all other stuff, including movies to fill the long void. By this point in time people were used Tenchi as and AIC was having some financial issuesI think.

The main issue is that OVA3 was made after the transition of the franchise into being a series of books. At that point there would have been a need of many more episodes for the anime to catch up to what had been written, episodes that the financiers were not willing to pay. OVA3 was basically an epilogue for the books and not a stand alone story arc, because of how short it was.
We are only getting OVA4 now, because the financiers have ran out of new properties and went back to dig up old franchises again.

If Tenchi needed her to kill herself, she would do it without question and trust that it is the right thing to do. Her love for him is uncompromising. Ayaka, in the end, has too much baggage and could never fully dedicate her life to one man like Ryoko does.
Ryoko will follow Tenchi to the ends of the universe and beyond. She loves him more than anyone else in the multiverse. And that is why she is Tenchi's Head Wife.
