Probably episode 1 to be honest. Not that Ouran goes downhill from there. Just Ouran episode 1 is up there as some of my favourite 25 minutes of anime ever.

It's a perfect first episode which introduces the setting, the cast in a natural way, the central dilemma, and even starts to grow the relationships between the characters all within one episode.

I do love the final episode too, for an anime original it's extremely tasteful.
