"Generally" is the key word. For a yandere, she's relatively tame. The only times she really disobeyed Yuki (besides her aforementioned serious fuckups) were when his life was in danger.

Usually Yandere characters won't go to that option automatically. That's just what people who don't understand the archetype try to say it is. Yandere characters will try anything possible to keep their love safe above anything else and will try to get their love to like them by any means possible. They usually start by normal means, but it can escalate to capture. The only case when a Yandere would murder their love cheats on them or in a very extreme scenario.

In Yuno's case, she thought that she would be able to become god and revive Yukki, so she let him kill himself. Once reviving was shown to be impossible, she wanted to do anything to be with him again. So that is where the scheme to go to the second universe, love Yukki, make him love her, have him die, and do the cycle over again. But she never was able to kill him, and she decided to kill herself instead because she loved him so much. She did anything in her power to be with Yukki and never killed him.

All for good reason, anon! They were both trapped between a murder game and the literal end of time. The universe has to exist for Yuki to exist, and he was too much of a puss to kill Yuno so she has to win in order to make the world right again.

In the end her priority list was always
