Put simply, Rem is a fantasy. She is pretty much an impossible, or at least, an incredibly improbable character in real life.

Emilia is more or less just a normal girl, but she's REAL.

Subaru chases after Emilia because he's making a conscious decision to pursue an actual girl, Rem is just a waifu.

Remember this whole series is basically about Subaru overcoming his flaws and improving himself.
