that's only true if the 100% is constant and not relative
for example if I bench press 100 pounds in januari and 150 pounds in July, it means I bench pressed 150% of my initial strength.
So yes it's possible to give more than 100%

Improving over time is a different matter. It would be more appropriate to compare it to those stories of people going into maximum survival mode, where even an average strength person is suddenly able to lift over a thousand pounds and tear their own muscles from their bones in order to lift a truck off of a loved one or a boulder that's crushing their chest. Going beyond 100% means that you go to the extent of sacrificing structural integrity and your own safety in order to tap into the raw maximum power of your body that is designed to be impossible to use unless you are under life shattering stress and drenched in adrenaline. It's not something you can really do more than once or twice in your life - until we get the medical technology to basically regenerate limbs, I guess. Despite being an over-the-top fantasy series, I really like the way Berserk touched on these things.
