The difference between Gargantia and all those shows is that Gen concieved the actual project and they hired a director after and he was the head script writer of the show. In A/Z he wasn't even in the head script writer, in Chaos Dragon he didn't even write any of the episodes, in Gunslinger Stratos he was an episode writer. Both of them have made anime better than his shit. Tow only gets shit for Psycho Piss 2 which had which was going to be shit given that it was a sequel to Psycho Piss and the production being a rushed cluterfuck. Okada is hit and miss really, doesn;t deserve most of the hate she deserves. The last good project Gen was behind was Fate Zero and he had help from Nasu to make it work without him it would have been another edgefest.

I'm with you on the first part. Good enough characters, interesting premise and nice from an audiovisual perspective. Not so much on the second. The drama is just not very well written and incredibly shallow. It felt like it was just there because the genre demanded it.
