From what I can tell, being "out" just means you're not counted as an active player and exist "out of bounds". If you get the ball while there, you can throw it just as you could if you were still playing, you just don't count as a player for the purposes of winning or losing the game.

Basically it's dodgeball where you don't get eliminated and have to sit on the bench until game over.

These rules also apply here in Germany, we call it Völkerball(which is pretty much Dodgeball). You start with an out of bonds player(King) that can freely roam the opponents sidelines. If someone on your team is hit, you join the king and can roam out of bonds as well. Hitting someone while being out brings you back on the field

It's how we played it in the NL. Basically when you get hit you join the prison on the other teams sidelines. If you manage to hit someone from the prison, you rejoin your team and guy that was hit joins the other prison. When a ball is caught you can pick a guy from prison to come back.
