No, pacing is dictated by script and it's written for every episode way before they start any actual work on animation. That's why they recorded all voice lines up to episode 22 almost month ago. They can change some minor elements because of scheduling problems, but not the whole story to the point it can affect pacing.

But yeah, episode 18 was really terrible in terms of animation. Last episode had no animation at all. Typical Satelight. But they are still doing better than during Frontier TV.

Mirage is one of the most well written and designed characters in the franchise. It amazing because she has done nothing impactful, or contributed to the plot yet she has dedicated fans who will defend her at any cast. If every other character was written like Mirage, I'm sure they would have a lot of fans too and Delta would be a huge hit

The thing is the war is very complicated. It's a mind control game. Chaos isn't even apart of the military, the are just acting on the war because it correlates with the agendas of the high ups.

If military forces try and attack Windermere they succumb to Var, and Heinz is becoming progressively stronger. Chaos has Walkure, however Walkure is not a cure. Only through having Walkure was Chaos able to investigate the ruins and only because of Mikumo could they destroy one. Var and the Wind Singer makes things complicated. It's not the typical war about running in and gunning down people, its a more tactical approach.

Chaos is the only organization that researches Walkure and its effects on war. The war is basically Chaos defending the galaxy and there is only so much they can do. Roid is the one slowing down the war and this is because he has other agendas that doesn't relate to the war. Another thing that's slowing down the war is that Chaos has to investigate things, they don't magically know everything.

Don't worry about the show. While some Macross series are better than others, none of them have ever failed. Delta is literally a giant triangle and all we are getting is small pieces of that triangle. Once that triangle comes together and we can finally see the bigger picture i'm sure our minds will be blown. Just wait until the series ends until you jump to calling it trash.

The 'buffs' are only juicing up Hayate to be able to read the Wind as they do and push his body to extreme (that's why it's dangerous for his health, because there's a limit to a human body) to be able to go fast. It doesn't give him any tactical insight or talent he didn't have, it just gives him the ability to keep up with supermen jedi aliens.
