In the game it was a big deal that a Shepherd hasn't appeared in a whole 200 years.
Berseria is only 1000 years before Zestiria.
Shepherds have probably been around for quite a while in Berseria already, or at the very least Malevolence has been a thing for a LONG fucking time.
Berseria is the "Age of Asgard".
In the very first 5 fucking minutes of Zestiria, Sorey and Mikleo realize Shepherds have been around since pre-Asgard because of the ruins they found.
You'd have to be a blind, deaf mute to not understand what this means.

I'm kind disappointed that there wasn't one in Zesty. Maybe that's why the characters are mostly shit since there was no internal conflict for them to grow.
