If you speak normally to most japanese people, even using elementary english, they can't understand you.

It's fucked up, but their broken-as-shit-english teachers learn from their broken-as-shit-english teachers, and it's all emphasis is on reading and drills, next to nothing on speaking or comprehension.

Even if they track down a weeb voice actor/actress with a Japanese level high enough to understand the staff in the studios, the accent (that is to say, not Katakana-go) would overwhelm them.

You can help people progress in Juku, but in the school systems, most people become ALTs. You get sent around to different schools, maybe seeing any one classroom in a given month, and you're lucky if you're given any sort of freedom to teach or warning of where the kids are in the curriculum.

Until highschool, a good chunk of the actual english teachers have barely any grasp of english. Those that do are often coming from a background of teaching highschoolers.

Often times, the teachers aren't even comfortable with the English in the textbooks made for the kids. What is more, they teach English for the sake of kids passing standardised tests (For which they're still woefully unprepared for), not for learning a language.

It's a fucking mess. They need to be teaching the teachers more than teaching the kids.

Because foreigners make up under 1% of the population, and most of those are English teachers, aka retarded babysitters who can't speak a word of nip.

So, you'd have to find someone who already has a decent, high paid job at an actual company, AND they have to be good at acting, AND they have to be willing to work for peanuts. Oh, and if you're hiring them for a bilingual role, they have to have native level pronunciation.

It's just never going to happen.

Here's a fun example of the BEST the country has to offer in terms of a native actor with "English" skill. Nobody there even knows what English fucking sounds like, so there's no point in hiring someone who can speak it.

I never seen this anime. It sounds like they actually got someone who doesn't know Japanese to do some of the lines phonetically as best they could. Is that actually what happened? Because sometimes she sounds fluent, and other times it sounds like a horrible fandub trying to speak Japanese.
