Mine was shit from chapter one. Her growing to like Tatsumi was never fleshed out. They just had the traditional MC/Tsundere relationship until she confessed, and then it became cringe worthy because Takahiro can't write romance for shit and ends up making it seem like his characters live literally only for their lover and nothing else matters.
Kurome and Wave were always the best reason to read AgK. Wave, Kurome, and Run made WIld Hunt have at least some weight to it, and the development of Kurome and Wave's relationship was far more gradual and organic. Even if it became just as cringe worthy after they got together.
Please explain how you can to that judgement from chapter one.

The author didn't devote arcs to have them date, but it didn't come out of nowhere. Tatsumi and Mine always had a good relationship with bantz. They fight as much as they get a long and it was cute. In Mine's confession, she stated the reason why she confessed to him. Her feelings came through and then they started to date from thereon.

Kurome and Wave are the only characters in the whole manga who've shown some signs of characterization and development. Wave's character writing is a bit messy overall, but still better than that generic as fuck Tatsumi.
Their fighting was never anything more than the conventional fair that you'd expect from characters of their archetypes, though.
With Kurome and Wave, they had differences in ideology, and because of that, Kurome thought he was a weak person. They had conflicts about the Empire's methods often, but they eventually found common ground in the form of a common goal that they shared with Run, and the three of them grew closer and closer when they became the last three of what had become their family. It felt right that they could form feelings like they did.
With Tats and Mine, it felt like it was out of obligation by the story teller. There was even a character that came to give prophecy that they'd be together, despite us having never really gotten any romantic development between them up to or even after that point until shortly before she confessed.
A lot about this manga is rushed, but my issue is that these two characters feel like they were forced together because her archetype has to get with his because that's just how it is, the end.

Tatsumi and Mine didn't agree eye to eye either early on. Mine treated Tatsumi like a newbie and someone who couldn't hold his own.

It's more or less the same for Tatsumi except he adapted to what Night Raid was doing. And the quarrels Tatsumi got with Mine are related to Mine thinking Tatsumi isn't reliable.
Tatsumi and Mine had Raba with a similar role, although Raba affected Tatsumi more.
We may not have gotten real romantic episodes, but they grower closer and closer, and Mine showed signs of blushing and more affections in her squabble with Tatsumi after Tatsumi saved her, proving how he is reliable and changing the way she thought of him. The confession was Mine pouring her feelings that she bottled up. The confession itself felt natural as Tatsumi still engaged in banter and didn't just readily accepted it since he too was a bit skeptical. They went steady afterwards, and since then we have occasional scenes like this that shows them getting more intimate and supporting each other.
Kurome as a love interest like Mine and how she influences development in Wave. Kurome is more of a mirror of Akame who didn't escape the Empire's clutches.
Stating only Wave and Kurome have any sort of characterization and development is saying that Tatsumi and Mine have none. Honestly, feels to me you have a bias against conventional form of development and characterization.

I usually hate characters who are edgy, evil, long-haired, and before seeing her, doms, but somehow the slight things they did do to her character turned her from what could have been another boring archetype character into a pretty decent character on her own.
Almost all of the other characters are either somewhat entertaining ripoffs or boring ripoffs.

From the data books/manga design notes, they said that she loves fighting but hates killing, making her the only character in AkG who feels guilty over her kills. In many respects, that would make her more moral than the majority of Night Raid.

Wrong series, she isn't Demiurge in Overlord. She takes pleasure in fighting the strong, not from killing the weak. She just allows her soldiers to do that for moral support.
Akame ga Kill is one those shows where regardless of the quality of the animation, character developpement, settings, etc, the overall meat of it seems so fucking stupid and edgy you'd actually come to despise it completely. I don't, not to that extend anyway, but I can see some people reaching that state of mind.
Reminder that Esdeath never injured a character that was not considered a legitimate enemy, or someone deserving it like that officer that wasted a team on a semisuicidal mission.

No chance, her mind can't be fixed with dicking alone and unless willing to put herself in vulnerability and get a psychiatrist or someone to weaken her sadistic side. It'll satisfy her desires for sure if at all they still linger. Will that instinct to dominate kick back in. If the assassins are in a city it's possible a lot of collateral damage will be done. Who knows she might go back to those urges. She'll need constant check ups to help keep that down

She actually have self restraint. She is a mass murderer not ONLY cause she like it. But cause this is her job. Unlike Syura, if she have no reason to go psycho on someone she leave people alone. She don't kill someone just cause they bump on her while walking. And she have no interest in people that are not up to the challenge. She even restrained Seryuu when she was worried she could go in rampage too much.
But that's cause fighting got for the Empire gives her the greatest chance of fighting strong enemies. A random mercenary or just a murderer isn't going to be much of a target for assassins like Night Raid unless she goes massacring random settlements and why do that when you can be a general fighting a war. The fights will come naturally and always be in supply as long as there's conflict. I'm sure she'll look for another or create a conflict one when she gets bored
