Most quirks are pretty useless, but some rowdy assholes would take advantage of their power and the chaos/lack of proper systems to deal with quirks. So powerful heroes stepped forward to stop them. The world adopted a system based around heroes because it worked. Most cops are like most civilians, mediocre quirks or lack of skill to be heroes but being a regular cop is more their speed. Cops pretty much just put them in jail and take care of the actual legal work of putting someone away but don't have the power to take on villains who are even more powerful, they're even teased for it.
Though I remember seeing a panel where a cop says he's tired of how things are and thinks cops need to get their shit together to respond to villains too.
