江湖 is a very hard word to translate. the original meaning is just the mundane world that you hear about because people can travel between these places with relative ease (rivers and lakes are the main transport arteries in ancient china). this excludes not only places under tight control like palaces, governmental areas, sometimes even walled cities, but also the hidden far away places that you never hear about. a more modern reinterpretation regarding the depth and murkiness of these bodies of waters lets it take on a more seedy, gangster related meaning.

A big part of it is that Butcher was told he had to shorten monologues. The puppets can't stand up to continuous closeups, so you can't have a character talk for two minutes non-stop like you could in anime. Butcher had to write more cleverly and squeeze more meaning out of less words, like how you had to type in a way that fit into twitter's word limit.
