OP you got this all wrong. Do some research on what makes a good actions scene. Making guns more realistic doesn't automatically make for better stories. If anything the stories become a lot less about action and a lot more about the narrative to a point where guns are just the means to an end. In anime this would on average get us a zankyou no terror level of quality.

That's not how it works either. Guns have an effective range and bullets have varying speeds. If you have a shit gun arm then even hitting a moving target ten feet away could be difficult. Moreover, for how fast bullets are, they are also fucking tiny. Just shooting someone who's standing around may be easy, but depending on the distance, aiming a few millimeters off a moving target will leave you wasting bullets. Guns are a great weapon, yes. Better than any melee weapon and more than likely to incapacitate anyone with a few hits, but it takes training to shoot it and anyone with half a brain and good reflexes will jump for cover when someone takes out a gun.

So characters have to be incompetent with their weapon in order to create tension?
Effective range is moot since 90% of the time characters have to be close enough to interact like talking or such. On top of that any any bullet speed is several magnitudes faster than human reaction time.
Basically its like the wild west movies portray, whoever gets their gun out first wins. Any character who engages in combat regularly like say an anime character should realistically be able to aim at a target say 20 ft away at absolute most.

At least in F/Z, Kiritsugu hardly uses magic because he finds killing people easier with just pure guns, grenades and what not. that gets magus by a surprise because they don't expect other magi to fight without relying on magic. So you could argue that enhancing a gun would alert the opponent that something is going on and that would be countered accordingly.

And later in that same scene Kiritsugu shoots Kirei WITH a enhanced bullet so you get what you want anyway.

I think what you're missing is that swords and swordfights (and fisticuffs fights as well) are fucking cool. They allow for a lot of kinetic action and energy, which is good because it conveys a sense of gravity and punch.
