No seriously, think about it. The summary outright says the heatwave has knocked out AC's infrastructure. Remember Mikoto's temper tantrum in volume one was enough to disable it long enough to let Index in. I imagine a heatwave would break it even more and keep it broken as long as it was that hot.

It makes complete sense for the heat to have been organized by someone outside AC wanting in. Only question is: who are they, how many of them are there, and what do they want?

I doubt if it was just Dark Matter, the heat would be necessary.
