You're confused. Lion King is a divine spirit, Lancer Artoria is just Artoria in the Lancer class and a little more mature. The difference is stated in her profile. Artoria comes back to the surface of Lion King at the end of the order when Bedivere returns Excalibur to her.

The only reason why Saber gave two fucks about Shirou in Fate was because she was deeply depressed. Arturia isn't depressed here, and was ready to pass on when Bedivere made his fuck up. The only reason why Shirou has a chance to score with Arturia is that he pursues a deeply depressed and self-destructive one.
