Emiya can't be summoned as a Saber as he doesn't fulfil the class requirements, so no. And Medea didn't use Rule Breaker; she just waited for her Master to use up all of his command spells and he was then defenseless. Any Servant can kill his Master; it's just that the Master can use a command spell to fuck them over if they try and most Servants have minutes after that until they disappear.
