I have watched both movies. I know there is a TV series but I didn't watch that.
Never heard about an OVA, will check it out.

OVA1 is before the movies and came out first.
There's also Patlabor TV and OVA2. They both form another continuity.
It's worth noting that the Patlabor films have a more serious tone than anything else, especially Patlabor 2.
