1) The technique is both ridiculously difficult to learn (it takes Goku a year and he learned the Kamehameha just from seeing it) Also Goku is a selfish fuck

2) This is likely an ability that Dende gets from being a Namekian Elder, like creating dragonballs

3)Idk maybe Piccolo doesn't want to be further pushed into irrelevance by surrendering his only useful attack to literally everyone

4)Likely for the same reason Goku never taught anybody the Instant Transmission, Goku is a prodigy and he had to actually learn them, Vegeta is also a prodigy but I don't believe he has ever met King Kai

4.You have to have a pure heart to use Genki Dama and why would anyone need to learn Kaioken when they can transform, well except Piccolo and the other Human fighters, but they have Goku to protect them and a Kaioken wouldn't make much of a difference and King Kai himself said that Goku's Kaioken skills surpass his own

Why doesn't Piccolo learn the Destructo Disk from Krillian? The main weakness of the move is it's accuracy and Piccolo can control it telekinetically like his hell zone grenades. Then it becomes a spammable move with similar properties to makankosappo

All of the fighters are in competition with each other, Goku and Vegeta especially. The only people who would actually benefit from instant transmission, aside from Vegeta, are too low in power level to really use it well. Even if the other fighters learned Kaioken and Genkidama they would still be massively outclassed and useless.
