Because getting involved in a serious relationship with a strange person in the middle of a deadly royal contest is at best a distraction, and at worst a liability and potentially fatal.

Subaru has shown a semblance of upstanding character through his acts.

Emilia would be all over Subaru if he were more forward.

Subaru was thrown in a fantasy world he falsely assumed was going to turn out like the stereotypical fantaji games he regularly plays. When he finds out everyone in this new world pretty much thinks and acts independently and do not pander to him in any way he regains all of his fears and anxieties from the previous world, while STILL holding on to the idea that he is a "hero" of some kind sent to this new world for a specific purpose, with Emilia as his prized fair maiden. (Delusional white knight otaku syndrome) The problem is he doesn't even do a good job with holding up to this ideal. He still fears death even after witnessing his own rebirth multiple times, and is fairly weak not just physically but mentally.

It's obvious he doesn't really care about his life back home seeing how quickly he's forgotten all about the world he came from. He's given a choice. Fantasy or reality. Either take this new world seriously and make a life for yourself or follow your fantastical ideals, but to do the latter you can't fear your own death or even the death of others. He came in all entitled expecting answers, and he got none. No game manual. No informative NPCs. Just his ass kicked multiple times, you would think he would learn by now that the world is not the way he thinks it is. Nor are the people in it.
