I personally find the assassins from part V unremarkable, their deaths were satisfying and some of them had great stands, but it felt like the gang going through a streak of token horrid killers, kinda as if part IV only had Angelo, Teru and Kira's dad as minor villains, and that gets boring after a while

I still would argue that Terunosuke does not and should not receive the same punishment as that Angelo, they just don't belong the same bracket to have his life-long to potentially eternal prison justified.
The "Koichi" he threw out was proven to be a dummy, as after Josuke was captured he immediately stepped on the piece of paper to destroy it, in an attempt to recover his ego from the shock Josuke delivered to him through his last speech. He didn't openly attack Yuuya, he simply presented him a challenge which both parties knew it involves countless layers of deadily traps, Yuuya accepted it even when knowing the risk. That was no foul, it was just a stand fight and totally justifiable. Also he captured Josuke's mother without any intention to harm her in the slightest, and only using her to serve as a stepping stone to bring out Josuke's fear quicker in the most efficient manner in terms of both time and casualty (as he would otherwise need to capture literally everyone other than Josuke's mum to really give him a mental punch).

I like to compare this guy to Rohan and say that not only they possess the same personality, they also had wronged Josuke in a mirrored fashion. Yet their treatments vary vast in difference for whatever reason.
Rohan also showed no interest with the general moral of life as he viewed people nothing more than "materials". Rohan also acted like an egoist arsehole (still is but not as much), is artistic by nature and is very obssessed with what he likes inside people which is their experiences. Rohan, like Terunosuke both possess incredibly dangerous stand abilities that involves controlling people as they are both control freaks to different degrees, and both showed no signs of self control when first introduced. Rohan also captured someone who Josuke holds dear as hostages, being Koichi and later, Okuyasu. Rohan also used hostages as part of his combat tatics, conditioning Josuke during the encounter. Rohan also harmed the hostages in a few ways, brainwashing and nearly killing Koichi by tearing his pages out for self interests, as well as setting Okuyasu on self immolation. Rohan also went out of his way to make Josuke mad when he was sure of his victory, like Terunosuke which in this case, by insulting his hairstyle multiple times.
Yet with all that, all Rohan got in return was a beat up so bad he had to change his weekly release schedule into monthly while he was hospitalised, which was nothing too major. In contrast, this guy got the "book prison", it just doesn't seem to be right, or anywhere close to it.
Yasuho definitely had enough to work with. They asked Araki himself for help with Joshuu's moves, but for her they wouldn't have even needed to do that.
She's easily the most prominent character not to be in so it's all the weirder she didn't make it. Her alternate costumes could've been so good too.
As cocky, apathetic and obssessive this guy may be, by analysing his abilities we would know he does not go out of his way to harm others unnecessarily as his ability is very conditional to himself while it possesses no actual combat strength and when he does, he lets them go just as easy as opening a piece of folded paper. He sought to minimise the amount of people involved in his obssession trip and although he could also kill his captive as easy as ripping paper into pieces, he only reserves that as the last resort.
He had been overboard just like how he really screwed over that taxi driver hard, but he had realised it by the end. As obssessive he may be I have no doubt that after a solid beat down he would learn "constraint" properly just like almost all antagonists who had wronged Josuke in the past, especially Rohan.
Yet he was given 0 space to redeem himself and was sent straight to capital punishment. Unlike Rohan who had done exactly the same things to Josuke yet didn't get him riled up as badly, all because one of the people that got involved was Josuke's mum. Josuke is just too much of a mama's boy I swear. Sure I would be really pissed too if someone were to drag her into a fight, but a comeback like that? I just don't think so, I don't think Josuke would really go that far as a character even if he was not actually in his right mind at that time either, as he barely did that much to Rohan previously.
Terunosuke could have been an interesting side character for later story development, dunno why Araki just hates him so much he had to practically torture him to the end of time, while making a joke out of it.
Give him Weather Report and maybe.
If they could figure out a way to make Under World work in a fighting game, then I guess. Otherwise i'd say Rykiel is a better choice.

Ideas for Yasuho moveset:
Paisley Park occasionally points to certain areas on the battlefield, which contain special crates that only Yasuho can interact with. Items have a 50/50 chance of being useless or helpful.

With help from Tsurugi (similar to how Hol Horse uses J Geil and Hanged Man), Yasuho turns her cellphone into an origami frog, which can be controlled long range. It's power is extremely weak, but when it hits someone the target will see every player as his/herself, with only colours differentiating them.
Points cellphone at target, which Paisley Park promptly flies out of and stand rushes the target.

Kai Harada is actually the true main villain, who uses his status as a radio host to learn about information going in and out of the town. Araki decided to make him the main villain after watching an episode of the anime.

So it comes down to whether Diavolo could properly kill him or hold out until sunrise, since his deletes are tied directly to his stamina whereas DIO has infinite stamina. All DIO needs to do is be relentless and not a cocky bastard, which is a tall order but if he manages he'd tire Diavolo out to the point he'll either be dead from exhaustion or so exhausted he can't even defend.
But since the time DIO moves in is still as far as everyone else is concerned, all Diavolo has to do is use Epitaph to predict it and it's only an instant for KC to erase.
Instead of doing the usual "Time Stop VS Time Skip" argument, how about we do something a bit different.
Let's have a villain free for all. Everybody has to fight each other at the same time, whoever doesn't die/dies last wins.

His explosions can erase every trace of him, and Kars can't see or touch Killer Queen, or Sheer Heart Attack for that matter.
He has to make somebody the trigger, being in contact with any of the other villains means death. He isn't even aware of the time loop, the trigger is. So making DIO, Diavolo, or Pucci the trigger is instant death for him. And having BtD active means he can't use SHA or Primary Bomb.

within the timeskip, the timestop would still happen, right? so, even though diavolo can move around in his timeskip, would whoever stops time see a diavolo and be able to hit him?
But deleted time makes Diavolo 100% invulnerable and he can also see the future and know what everyone around him is going to do 10 seconds before they do it. KC is more about having an ultimate defence whereas time stop is more multipurpose. You can still be hurt in time stop, it's not a perfect defence even from fate like KC is.

Even if they did it wouldn't matter because they'd hit where Epitaph predicted him to be not where he actually is. Even then deleted time is still stated to take place in his own little world so even if DIO managed to predict exactly when and where he would ACTUALLY be during the time stop he couldn't hurt him, plus it gets deleted anyway. I don't know why he had to dodge them but it's stated that he's completely invulnerable during deleted time.

Assuming sheer heart attack can get to anyone before time stops, pucci's speed, KC, assuming it can get through Kar's hardened skin, the only thing sheer heart attack could kill is maybe valentine.
There's nothing stopping Dio or KC from picking up the sheer heart attack with their powers and shoving it into kira's head.
There's even a scene in the last fight where Diavolo has to block bullets in a timeskip if I remember right.
TW doesn't HAVE to Muda everything, it just can because of its speed. TW is objectively stronger and faster than SP, which is almost certainly stinger and faster than KC.
Fist for fist, TW is stronger than KC, and TW can put out fists faster than KC could.

Kira's character is all about distancing himself from others, even in his final fight he was hiding from Josuke and using Stray Cat for everything

OP was talking about some battle where they all just brawl. If Kira doesn't have range he dies. If he's allowed to lock himself in a storage shed he's going to naturally do a little better.
I still would argue he wouldn't be able to do anything still because time stops/KC but at least he'd not die as fast.

Dio actually tried to crush Jaotaro's skull with a karate chop, right before learning he can move in stopped time and getting punched so hard his leg flew off. Which makes perfect that he'd try a karate move since since he's a British vampire who was trained in boxing. Living in Egypt.

It's so fun having an anime only brother. I told him that Avdol dies for good when he's shot and Iggy and Kakyoin live and Polnareff and Joseph die.
Now I conviced him that Koichi never develops a stand and trains in Hamon and that Akira is the main villain.
And now I told him Polnareff becomes a turtle and his stand becomes the grim reaper and he doesn't believe me
I assume they probably didn't read the first bits anyways, not when they were young at least.
Jojo being weekly and Part 3 the point were it got REALLY popular, I can see all the japs ignoring it until it got big and starting on the latest issue around halfway through and past some of the dreadful early stands.
Stands are retconned to be about any kind of spirit or desire, Holly just couldn't handle hers because she was spiritually weak and DIO awakening a combat Stand tried to give her a combat Stand which she wasn't able to handle. Like Josuke, it probably calmed down and stopped trying to kill her when DIO died and the signal telling her Stand to be super powerful stopped, and she probably learnt to control it at least to the point that it doesn't over power her again.
When I was an animeonly (I watched parts 1-3, then read the rest, and read 1-3 when I got caught up to JJL), I forced myself to binge the entire first half of 3 solely on the promise that it was only going to get better. Its not as difficult as people say, but its probably the closest point I ever got to legitimately hating JoJo.
39 for Part 4 comes from the BD listings. I fully expect 48 episodes for Part 5 though and at least that for 7. 6 is the least popular Part in Japan by a wide margin so I expect the anime to either get less funding or less airtime so they can get back to the stuff that will actually make them money.

I started binging JoJo, finished Steel Ball Run and am totally caught up with the anime. The one thing that consistently stands out to me is the semi-realistic art style.
Right after I finished the recent Surface episode my friend told me to watch Lucky Star for the thousandth time and I finally gave in. Now i'm feeling some weird disconnect from reality as I suddenly remember that no anime or manga actually look like JoJo does. I seriously forgot this is what most anime look like.
