It's vague, but Akira roughly described God Goku as 60%, Beerus as 100%, and whis as 150%.

Blue is slightly stronger than God.

Kaio Ken x10 Blue is somewhere well above 600%.

they don't get the same gains through training or fighting that Saiyans or humans do.
Piccolo, at his peak power during the radditz fight was about even with Radditz, but couldn't hold that power.
By the time Vegeta landed, he had effectively doubled his power, but was able to hold it at that all the time. But still, that was an entire year of training
Then, after a few months of training in the afterlife, he merged with Nail (pl: 42,000) and came out around a million... it's pretty obvious that the fusion grants a tremendous power boost. This is made even more obvious by Kami fusing with piccolo, and bringing him up to being on par with 17. Then he trained for at least a year in the RoSaT and basically had the smallest power up of anyone who used that room.
And, all signs point to him having not significantly gained power ever since.
Piccolo trains to be BETTER, not stronger.
That puts Frost at roughly 2nd form Cell in terms of power, or weaker.
Magetta being able to trade blows with Vegeta puts him a step above that, of course, but remember that in a straight fight, Vegeta would have won a lot easier, but Vegeta had to constantly watch where he was moving to avoid getting disqualified.

He can freeze time for a brief moment, which is a huge amount of leeway when fights happen within the milliseconds with how fast they move

His race doesn't have a concept for getting stronger through ki training, instead they only have a concept of getting stronger through impriving how long they can freeze time.

He's never needed to improve before since he was born great, but upon fighting Goku, he finally felt that burning spirit in him to improve. So during the match upon finally meeting a worthy rival, he finally gave it his all to try to improve his abilities by pushing beyond his limits. Turns out he's a natural genius, and he was improving faster than even he realized he could after finally giving it his all.

He's just now learning to push beyond his limits and keep going, but the basis for his power is just increasing his time-stop. For the first time Hit is having fun with a fight, rather than it just being an assassination without effort. Turns out Kaioken is the strongest powerup in the entire series, but it could never be fully utilized because it fucks up the body too much no matter what. So you can only activate it for like a second at a time before this.

Now he can finally activate it for long periods of time as a full power up, to overlayer his other transformations. SSB + Kaioken is a combination where both power ups balance each other out to be possible at the same time with a new result.

For the record, I was glad Kaioken was gone. It was fine when it was just a x2 boost, but when that multiplier started changing, it went to shit. If it had been used in DBZ, it would have just been power-level-style bullshit to the max, even more than SSJ.

At a certain level of abstraction (like x10) it loses all meaning. From a story-telling perspective, there's no difference in the energy drain from x10 and x1000 - they both make Goku "tired". If he needs a bigger number, he's got it, so he's never out of higher power levels until he's stone-cold on the ground. That's the real problem with it - it can't be overcome because it's just a number, and if he needs a bigger number, he has it. Sure, there's an in-universe explanation for why he wouldn't want to go x100000, but Toriyama can and will play fast and loose with the downsides.
It's kind of appropriate that he started using it again against Hit, another character who can power up seemingly on a whim without effort or training.
