It's also set in an alternate continuality.
I personally didn't think the story was very bad it just wasn't that good and I disliked the animation style. I think season 1 of SAC was my favorite GITS media.

It felt derivative and the main narrative wasn't as strong as the previous one. Still it's definitely not as bad as people paint it. And the film was pretty good.

If there's one thing going for it is that the humor and character dynamics are closer to the ones in the manga and the section 9 get's more to do. SAC had a few eps focused on them, but it was for most part Batou, the chief or Togusa. Here even Borma has his moments.
