Doesn't Shirou see some version of Gram or Merodach in Gil's armoury at some point? I can't remember. But even Kanshou/Bakuya are specifically strong against Kings and against Monsters, so they are a viable anti-dragon weapon. (Actually doubly effective against Saber, since she is a king of the Dragon aspect, being born to Uther Paendrag.)
