Why do Western anime fans love him so much?
While his characterization was utter shit as expected of anime in general (but especially with shounen), his concept was a good enough idea. A villain turned antihero / rival + life long combat partner to the main protagonist. Plus, a lot of the humor comes from the fact he was a planet-destorying warrior prince who now has to live in Bulma's house.
He was really badass on Namek, and so everyone fell in love with him.
This. He went from genocidal egotistical asshole to someone who would embarrass and even kill himself to protect his waifu and son.
Besides Gohan he was the only other character who really grew throughout the series, and he always had at least one decent fight in every arc.

Yeah, it was actually a more interesting plot of evil guy accepting his good side, when good side was hesitant about doing what's best for the world.

Because characters that have more internal struggle and aren't 100% good guy are always fun to see.
Seeing vegeta develop was much more entertaining then Goku going through another power trance for his world.

Were you not paying attention at all during the Buu saga? He literally let Babidi take over because he was pissed at himself for going from villain to family man.
Did you miss the entirety of Majin Buu saga, or did you just stop at the beginning? During Cell Saga he was still copying pre-Kamimerge Piccolo.
During Majin Buu saga he was already so domesticated that he had to sell his soul to Bobiddi to be able to pull off what he used to do during Vegeta saga.
In the Saiyan Saga Piccolo gave his life to save Goha. In the Android Saga Vegeta blew up a civilian and attacked Trunks when he tried to kill Cell. Do you not see the difference? Vegeta was not a good guy during the Android Saga. He wasn't a good guy until after Buu was released and he realized that he finally had people he cared about.

Why, yes, I do, how does that contradict anything I have said? During Android Saga Piccolo made it pretty clear that he was not Krillin's or Tien's new friend.
Vegeta is popular everywhere. His popularity is the reason why Toriyama didn't kill him in the first place. He is one of the rival archetypes, is an antihero, got character development and is a Saiyan.
