I hated it at the time but after rereading Dressrosa I can't really fault Usopp for running away and being a loser during the first Sugar fight.

They weren't a part of the original plan to destroy the factory, he knew them for like an hour and expected them to run away, he didn't even remember who Robin was let alone the fact she was in danger, and his utter defeat showed he wasn't wrong about being horribly outclassed.

I wish Oda didn't rush that bit so much though. An extra chapter to show the loss of Robin's memory better and detail more of the fight would have had given the scene a better flow and made it feel less out of character.

Some of them did benefit the WG in their defense though.
Jinbe was perfect for the position until they threatened Whitebeard thanks to his defense of Fishman Island creating a conflict in interest regarding. Kuma ended up giving them a huge cyborg army because of the position they put him in, and both Mihawk and Weevil seem to be doing their jobs without complaints.

Crocodile, Blackbeard. Law and Doflamingo are the three that really abused the system and showed how easy it was to play, but those four all happened consecutively. I got the impression the original seven had those positions for a years.
