That means the death is not truly decided yet. Regardless of the tricky legal wording involved, the simple reason why the sentence is not carried out is because it is not definitive. The due process is not done. It would be illegal to perform the sentence yet. If someone ignores this simple logic and performs the sentence preemptively, it is unlawful and a murder. It doesn't matter if the killing is done with a gun or a magic notebook.

In most societies, these aren't freedoms anyway. Indeed, they are rules created by the humans in that society, through whatever means they have, and the people there agree to adhere to them or be punished.

Light goes over all of that. The freedoms he takes away aren't those that never existed, but the freedoms of societies to be self determining and governing. Later on, he starts assassinating world leaders who don't follow his morality. If he'd have stuck to just killing hardened criminals, he might have been a hero as a popular vigilante. Instead, he went too far even for society to accept.

Execution and war is carried out by the state. People think the state IS justice because a democracy constitutes the will of the majority. However, democracy is merely a form of tyranny by the majority against the minority.

His intentions were good and he even did a good job, except he ruined himself with his own hubris. He shouldn't have killed the guy on TV that L planted, and even after, all he needed to do was lay low for a while or just kill criminals who were on TV or whatever. And in the end there was no way he could be screwed even if L suspected him. L needed evidence more than anything, he always suspected Light, but couldn't do shit.

You're several hundred years too late. Tyranny of the majority has long had countermeasures in place in the judicial system of several countries. True democracy is not implemented for the very reason that tyranny of the majority exists.
