As far as I can tell, the marines are a separate military force that was founded to protect the world nobles (who now live on top of the Red Line or something and rarely visit the seas), and to assist the WG member states which are basically most of the island kingdoms that exist in the world and whose own armies don't extend to international waters. The nobles presumably appointed the five old dudes to act as the supreme authority of the WG-Marine joint organisation.
The mystery is what WG as an organisation does, if anything.

All the other princess characters that came after her made me forget how much more of an impact she left on the comic, and she's pretty fun as a cast member.
I feel like too many people just remember her for her crying scenes in Alubarna when she was around as far back as Laboon.

true, strawman of mine created purely with the intent of quickening my explanation (I know that "speed" is a trigger word, so I'll use "quick" instead), but why would Oda incorporate Zoro as a stupid obnoxious drunk (like Shanks gets) in the story if all it did was complicate things and discredit his character. Zoro has never been overly happy / goofy ever since his character was fleshed out early on into the manga, which merely happened to be around the time Sanji joined the crew.
Who is "he"? Doffy or Luffy? Because Luffy is new to the new world while Doffy rarely faced opposition up until that point, so in either case there's not a whole lot of support for your theory there. Luffy was amazed by Doffy's abilities awakened and the fact that he needed to bring out his strongest ability of all in order to beat him means he'll have to grow stronger if he ever wants to take out a warlord. This might be through military power (doubtful, knowing Luffy, One PIece, and shonen in general), through another Gear 4 move or Gear 5 (both likely), or through awakening (possible).

Believing Skypeia was glorified filler because the WG didn't play a role in it is the worst thing this fanbase spreads around.
