Ougi is an oddity created by Araragi based on The Darkness to represent the law of oddities beyond his control. She's sort of a manifestation of a lot of his insecurities and such which is why she makes him remember the awful memories and tries to keep all of the specialists away because of Araragi not wanting to rely on them. That's why Oshino was led astray to the south pole, Kagenui to the north, and why Kaiki was assaulted.

Oshino Meme is the true villain.

He actively avoids trying to get the big picture sorted by refusing to give Gaen information.

He tries to achieve balance for both oddity and human without taking into account that a lot of the people who have oddity issues aren't actually going to be willing to face it themselves and as such, he's not actually going to be able to help them a la Nadeko.

He charges people large amounts of cash for what basically amounts to no work on his behalf or at the very least, minimal work and the majority of the people he's conning aren't exactly rich outside of Kanbaru.

He immediately skips town the moment someone who could actually outplay him gets released (Black Hanekawa) and leaves it to Araragi to sort under the assumption that Route X isn't going to happen even though it did and he should have taken responsibility for his actions of letting the ropes loose.

The worst part is that he's convinced everyone to actually like him. He's in effect, a better conman than Kaiki since the people who deal with Oshino think he's a bit shifty but overall an alright guy and more than happy to willingly pay him.
