No its good to be specific, a good artist will want the commissioner to be happy with the result.
You should be very specific on what you want the image to be or include, you should not however tell them how the composition should be made or what techniques they should use. The creation of the art is their business, but what is being drawn is your business.

Basically be specific about what the image is about, don't be specific about the layout or composition. Unless you're an artist you probably don't know what makes a composition appealing.

Ideally what the artist should do is send you a sketch first, and on that sketch is where you should ask for things to be moved around.
The sketch should look like shit, but it should include all of the things you want in the image in a way you can understand what the end product might look like.
If you wait until after they've moved on from the sketch, any composition or subject details that may be missing or incorrect are on you.
