Because the dragons have to do with the main character of the series ability, and it's a question many people have been asking for a long time. Kamachi easily could have had Touma just negate her 5.3 form without losing his arm, or just not showing the dragons at all, but he chose to show not just one, but multiple dragons all with their own unique form. I think it's very clear that the large majority of people who read Railgun and Index think of Railgun as canon. I don't know why you don't.
