So now I'm guessing the first prince will play a role now that the other side (second prince, heroine, brother) has been formed. I'm getting exited over here cause these kind of stories don't usually have any meaningful conflict, a civil war could be a great plot element and bring real conflict to story.

Not necessarily, we could be seeing something in between the beginnings of a constitutional monarchy and a new model army. The duke is the prime minister, it could be that nobles hold political power inside the national government, like being the only people allowed to become ministers or lead the army. The clothes alone seems like something from a country with advanced ideas like an standing army and a bureaucratic government.
