-He mentions he had Hermit Purple as a stand but it most likely belonged to Jonathan since he was basically two bodies so the arrow gave him two stands.
-He couldn´t use his vampire powers such as the stingy eyes and freezing shit anymore because he was not fully in control of his new body.
-Using flesh buds made the users way weaker, explaining why Polnareff and Kakyon were defeated easily. He also implanted one on Enya after her son died because she was flipping shit and hard to control.
-He admired Hol Horse for being the only one of his men who would work as a team.
-He says he thinks he may have kids around, he knocked up several woman but he never kept contact so he doesnt know if they aborted or not.

Wasn't most of his assassins just stand users to begin with? Like there's certainly a lot of them that are so fucking weird I can't see Dio wanting to choose them with the arrow, and some seem to imply to have had their stands for years like the D'Arby brothers.
it also includes some part 6 stuff, namely DIO meeting and befriending Pucci and how DIO felt about his plans to attain HEAVEN
the gimmick of the book is that it's written in a first person perspective, diary format. it's presented as though Over Heaven is DIO's diary, and it ends with DIO basically saying "the time has come, i'm off to fight Jotaro. i'll write more after i kill him"
about 90% of the content is canon because it's just content from parts 3 and 6 presented from a different storytelling perspective. the other 10% is stuff like DIO's thoughts on how his relationship with his parents transformed him into the person he is, as well as some semi-canon idle speculation about DIO's activities (ie. Part 1 showed a scene where there was some sort of rat/bird hybrid abomination, and the book elaborates a little more on DIO's experiments grafting animals together)
The Arrow wasn't even thought of yet for most of Part 3. If anything, Part 4 is where the real autism is.

Worst part is the senility, but even that inconsistent. One moment he seems to be near deaf and totally out of it, other times he just seems a bit old and goofy.

The Arrow was one of those retroactive retcons where Ariki was like "Shit I need some deus ex machina so this can make sense".
Originally people were born with stands, but it changed to being hit with the arrow for some reason.
Joseph also lost more than anyone else.
He lost his friends in Part 2 and his new friends and companions in Part 3. He lived to see every single member of the crusaders die.
I'm assuming his mother died too, or otherwise outlived him which is probably even worse.

Jotaro didn't "respect" him because he kept the delinquent act, but they became pretty close during the travel (see: D'arby the player). Polpol cried when he said goodbye. Everyone loves Joseph.

With nobody ever keeping him company or visiting often except for Jotaro on occasion Joseph spend the remaining moments of his sanity watching his remaining friends through a TV set in an empty dark room. He saw everything and knew he was powerless to help because everyone thought he was senile.
Then just before the universe reset he died so his soul was lost forever.

Bringing Joseph back only to have him be semi-senile half the time, only to reveal he got better right after and we never see him again.
Partly from a bad translation partly because he doesn't get as much screentime as his companions and the villains and partly because the ending felt even more rushed than part 3's and just kind of came abruptly.

Non-canon doesn't mean "contradicts with the canon". In fact, many non-canon games, books and whatever tie very well into the source material. The difference is, they're not actually official, and they can't be used as evidence to support anything. Think of them as fanfiction.

This one makes a sort of sense, since he also fellated Hol Horse for having the balls to attempt to assassinate him. Given that Dio had a bizarre charisma aura in Stardust Crusaders, that's a pretty big deal.
Hol Horse gets written off as a coward and an idiot a lot of the time, but he was definitely one of the more competent villains in the series. Hell, the only reason he and Boingo lost was because of Jotaro's plot armor. Boingo even commented on it.

I also liked the part about how he hated his mother for being noble and good in a slum that didn't call for it. How he made sure he had his children to women who he thought would abuse them to make them stronger is a view into the mind of a sick man.
So? Its speculation about a character, one of the most fun aspects of fiction and the entire point of a character is to make you think about what drives them. I feel sorry for you if you can't see that.
Looks like Angelo when he puts on one of his disguises. It's also clearly one of Joseph's spirit photos, which were all photos of Angelo in the manga. Unless they've decided to sneak one in of Kira at the beginning, which would honestly be pretty cool.
Keep in mind that Angelo's hair was shaded similarly to Kira's in the manga.

Because there wasn't much demand for a better quality part 5 for the longest time. It was "good enough", better than Duwang, but not by much.
Time was spend on translating 6, 7, and catching up to 8. Now that most groups are caught up, they're now slowly redoing 5.
I don't know, I honestly think it's fucking ridiculous how many different translating teams have tackled separate parts over the years and yet only one team ever tried Part 5 before fairly recently.

There was this other team translating Jojolion that made Josuke speak in super long and eloquent sentences. Did they pull their scans off Batoto? Because I can't seem to find it. If they did, good. Those translations were fucking horrible and no one should have to suffer reading it.

desu that's something that kind of put me off modern anime. it's like the animation started getting stiff again, but with out the hand drawn detail of the old school stuff to make up for it. jojo 1 and 2 are the only ones ive watched in like 6 years

The thing I like about Kira as a villain is that he's basically a minor villain who elevates himself to main card status through subterfuge and planning. Even Bites the Dust requires some mental gymnastics to pull off.

What? I mean I agree with you up to here but Bites the Dust is an incredibly useful ability that's easy to use, that is as long as you don't shout your name out loud.
It's an incredible useful ability in a few specific scenarios and near-useless against a competent stand user. Not to mention a clever 8-year-old child who didn't even know what stands were was able to beat it.

Maybe the cast was too large to balance, especially coming out of Part 2 where Joseph does everything. It gets better 4 onwards.

It's not really because the cast was too large, it was because Araki didn't quite understand what the fuck he was doing with Stands yet.
Part 4 had the best Crew Stands in the series IMO. They all felt like they were being used to their fullest (except The Hand and Heaven's Door, the former is mainly due to the user, the latter is still used creatively but it's too OP to use fully)

Able to read a non-stand user's memories from the past week. The user can replace a single memory with a new idea or thought, but it is completely influenced by the target's disposition and mood at the time.
Your taste is almost perfect. Except Jonathan is most certainly not the worst JoJo, Ringo is the best minor villain, and the best fight was undoubtedly Tusk vs The World

the problem with the Jojos is I can never find an actual worst one. They're all good in some fashion. Jonathan is just the most boring to me. I love Giorno, and Jotaro is just fun. All the others are pretty great as well.
