I knew not to be excited for DBS for 3 reasons

1) It's a reboot of an old series that stopped because it was already pretty over the hill to begin with, and the last sequel didn't do it any favors. I knew the series wouldn't try to take advantage of the time it has now to fix any "wrongs" the series might have made and would instead just pile them on.

Literally every character outside of Goku/Vegeta has been cast out. Go ahead and tell me how Piccolo "Gets to do something" when he just ends up giving his turn to Vegeta after losing. Yamcha could have done that.
2) They would be remaking the movies to extend the series, that's bad enough already
3) The most important factor, it's being animated by Toei, and they aren't going to put any fucking money into it if they don't have to. These fucks would hardly animate Sailor Moon's reboot, even thought it was going on for twice a month or something?
Shit, they won't even properly animate One Piece, the current golden goose of shonen right now!

So I knew they wouldn't put any effort into this either.

Of course not. The problem is Toei making way too much anime that they can handle, they have the bigger output in the whole industry.

Their animators are overworked, they don't have time and aren't able to produce good animation on their 10 shows so Toei JP outsource keyframes and inbetweens to Toei Phils but the flips are overworked too with working Toei's shows and other studios' shows.
All this results in poor layouts that the animation director have to fix with so little time because the layouts take too much time to be done.

The producers obviously can't throw some cash to get extra ADs fixing the animation because this is a long-running series and they have to save up as many money as possible for climax battles and such.

Except the designs were actually good, the filler gave screentime to the non Saiyan characters. Krillin fighting Super Buu to give time to 18 and Marron to escape was one of my favorite filler scenes, Krillin and 18 sparring together was pretty good as well.
