This is partly because of scans but the art is pretty muddled and Joseph was really just Jonathan again when it began. the anime gives it more consistent art and the soundtrack really underscores the absurdity that Jojo didn't really start leaning into until later, which makes it feel more consistent. What's there is still good but the anime really makes it easier to enjoy.

I just personally felt it didn't have a lasting appeal. Stupid shit happens, and that's always fun, but there isn't much else to it. The cast was boring to me, and a lot of the fights were forgettable.

Persona 4 is a shitty half assed ripoff of Jojo, and personas are watered down stands in general. First two persona games had a bit of a jojo vibe to them that 3-4 fans get butt mad about if you bring it up.

That said, if you were to seriously compare part 4 to anything, it would be Yu Yu Hakisho, and that's a very very loose comparison.
