i some of the best examples are near the beginning. Luffy blabs to the marines about Colby to make them seem like enemies. He treats ShuShu as an equal and gives half of Buggy's treasure back to Orange Town.

On top of the need to emphasize the Curlyhats for a while to make up for their absence from Dressrosa, Oda has emphasized Nami's concern for Sanji, even explicitly drawing Luffy's surprise.
While she undoubtedly does care for her nakama, it's out of character for her to express this kind of concern directly, especially for Sanji.
Nami says she feels responsible, we're not entirely sure why or what for, but she's not a combat oriented pirate and she's not an idiot, so I can't imagine it as some sort of regret of not being strong enough.
It doesn't mean Sanji and Nami will end up together, but it's definitely a tease.
Honestly I expect a gag where Nami objects to and disrupts the wedding, while continuing to blueball Sanji.

It's so powerful you have to make the villain absurdly strong, which will likely seem out of place, or have them avoid or negate it's use which would seem obvious. Having another "Luffy gasses and needs to protected until his haki is back" event would be incredibly lame.

Doflamingo has 12 years of build-up and it was pretty wasted. If a non-canon character can give Gear Fourth a challenge then good, at least it will have good animation.
But these Gold characters seem out of place for that, like something else might happen or interfere
Zephyr was a legendary former Admiral known for his haki, but countered somewhat with his age and health issues. He's feared more for the weapons he has at his disposal and the cataclysmic event he was going to unleash. So he was touted as being a beast but undermined to a degree so Luffy could fight him.
The thing is, the film was also created at an awkward period in the manga's release. The New World had been revealed but Luffy didn't have any major power ups or new abilities shown. Their arms were kind of tied with what they could use, though I personally thought the simple, desperate haki brawling looked great.
Now, Luffy has Gear Fourth, which is obviously designed as his tool to fight the strongest opponents, like the Yonko. It's incredibly powerful to the point that a Warlord who had been almost effortlessly beating everyone and even laughed off Luffy's gear second and third was getting throttled relentlessly. It's only weakness is that it's too intense and Luffy can't control the harsh side effects as of yet.
To have someone be able to stand up to Gear Fourth and even be able to exchange hits means they're extraordinarily powerful and these villains don't give these kinds of vibes off. This isn't necessarily a bad thing either, just emphasizing Gear Fourth is the next level ability Z was made too early for.
But he was also helpless to fight back while he was in it, that was the whole point.

Monet was there with Caesar and Vergo in the room watching the footage, and the only one not visible during the time the note was thrown to Chopper. Pic related shows where she was at the time, and how the angle of the note details how she was the closest to throw it.

It told him to not do anything, actually. And I will give you that, part of the agreements Law made with the Alliance was to rescue the children and cure them, he also had to sneak in with Chopper to the lab as he was unaware of what composition the medication had.
As of their operations, the only ones who could have known which drug was used, and its composition were Caesar AND Monet. If Law had found the formula between this, it would have made prudence to let Luffy know he had. Caesar was gloating to his victory, while Monet was unseen. She was also shown to know the Strawhats by profession and name, as muttering to herself about Nami and Robin's bounty and ability.
When she saw Chopper escape, she had to have known who he was. But unlike as she scanned for the caged Strawhats, seeing the Doctor escape she did nothing but stay with Caesar, not even report it. She was aware of the escape, she knew the Strawhats were planning with Law and were loose, and yet she did nothing to stop Chopper.

She only does that after
Stopping Luffy from defeating Caesar only after it seems he will be beaten, despite being near and despite knowing a clear shot would end ALL of this.
Despite having multiple chances to kill Luffy, stalls him with layered snow huts and simple hugs that he breaks out of easily, before letting him fall into the garbage chute below, and not bothering to ensure the intruder is taken care of like Dofla commanded not the chapter before.
She stalls, blocks off with the easily stoppable walls, takes no lasting effort to try and finish the fight or prevent more soldiers from entering.
This 'dot-connecting' isn't a matter of uncovering, it's the most basic stalling and toying with her opponents she can do. Only when she is fighting Zoro does she even try to throw any actual power into the fight.

The children learn this separately from Mocha's sacrifice. In regards to Monet's attempt to kill everyone,
Monet is in front of the button to blow the whole island when she talks to Doflamingo.
However, even after a conversation with Vergo, and the SAD room exploding, she still doesn't press the button, despite being in front of it, despite having only to reach and end it all. More stalling from the apparently evil woman who ended up allowing all this from her 'inaction'. Only so much you can blame on apathy, especially when she's the only Donquixote pirate to talk about fears of Dofla killing her for failure.
Of course it makes more sense for Law to have thrown the note, but in the time frame he had neither the resources nor the angle at which to do so. And of course it seems in first glance that Monet had no reason to throw the note, but logically given her position and her knowledge, and in her actions after, she is the only one who could have. The most basic of 'fights back', holding punches until she knew she could be defeated, knowing Law was setting into motion events to leave the island, and Vergo's return, Monet's actions are not those of someone half-assing their job.
Monet wanted to be stopped.
She holds great respect for her master, and would carry out any wish he required. But two years of feeding children growth serums that would kill them, slowly rotting out their organs, Monet was clearly not happy with her work. She had little respect for Caesar's ambitions, and did little to stop intruders. She acted with little care as armies moved to leave and confound her work, despite all that she could do. Interests, distractions, a bloody way out? She tutted that the SAD explosion wasn't going to do the job, leave it out of her hands. She had to do the deed.
Only she got a bloody reprieve from Caesar's stupidity.
And then the icicle moved on its own.
And then the rabbits followed the ship to Dressrosa.
Both things Oda could have explained in SBS but didn't.
Monet had ample oppurtunity to stop the mess in Punk Hazard, but her actions betray not ignorance, but distaste for her work. She and Sugar were willing to give their lives for him, take over kingdoms and infiltrate underworlds. But only so much can be stomached.
She'll be back soon. You can't have a Wooly Mammoth Zoan and not include a little snow to the fight. Her arc isn't done, too much of her is left unexplored.

Unless Kaidou simply plans to attack Big Mom now, he is need of Caesar. And until he has Caesar, Dofla is in danger of his wrath. No one can get to Caesar save the Strawhats, and after this attack, the wounded will be too great and Zunisha will be too injured to just leave them. And if Chopper can't go, Pekoms can't go. The Strawhats will need a way in to Sanji, and while there is little evidence beyond common sense, it would be prudent for Monet to carry a vivrecard of the man she swore to protect, while still flying about the island.
She gets Caesar, she can trade for Doflamingo's safety.
They get to Caesar, they can get to Whole Cake and Sanji.
Yes, they could probably follow the vivrecard of Lola's mother and maybe it leads to Charlotte Linlin, but if Nami were going to connect the dots without Pekoms, she would have done it by now. More likely it'll be the way to get them out of trouble with the old mafia movie trope of a connection to the mob boss's daughter that saves the heroes, a surprise being revealed when they need to get on Charlotte's good side AFTER mucking everything up.
Plus, they need an astronomer for what's coming up, that much is obvious. The Jora painting of an eclipse, the telescope in Monet's study and books on eclipses as well, the connection to the Celestial Dragons Dofla has, and all the allusions to the moon, to beings from beyond Earth and the Void Century, and the fact that this navigational little stunt with four points that they need to pull isn't going to be done with Vivrecards and log poses. It all means they will need an astronomically inclined friend to come along, and Monet is knowledgeable about those things through her connections to Dofla.
She has ample ways to be relevant and necessary to the story.

Your whole theory hinges on this but it's already been explained that Luffy's become the focal point of Kaidou's rage after he took out Doflamingo. Kaidou's crew is actually trying to save Doflamingo so they can safely continue the operations, since now he's a victim to a mutual problem like Caesar was.

Any run of the mill navigator on the ocean in the era One Piece is based on is going to have familiarity with basic astronomy. Look up celestial navigation.
The idea that Nami is one of the worlds best navigators but somehow doesn't know how to use an almanac or sextant is ridiculous.
If Robin had an interest in astronomy as well as archeology, she would have been seen at any time with a telescope or knowledge on them, and definitely would have used those skills to get them to Zou faster. If Nami had the understanding of celestial events, then perhaps she would have had a telescope or some sort of star chart, but she doesn't.
Nami has the skills to lead the ship safely, but not the understanding of bigger events at play.
Robin has the expertise to interpret the results of ancient knowledge, but not the skills to translate them into pragmatic ability.
Monet (or any astronomer, to be fair) would be the bridge between them, as an astronomically inclined person could provide more than just information on celestial events, but be the additional help to find log-less routes, navigate where Nami cannot (if say, the crews need to split and time is of the essence again). But also, she can provide the context to frame the events of the road they're on to come.
All three girls of the Strawhats working together to understand the path they need to take to make it to Raftel sounds like a reasonable match to me.

Chopper's going because the dude was missing from the comic for nearly 100 chapters and Oda's using the Whole Cake Island arc to make up for the lost panel time Nami, Chopper, Sanji and Brook suffered from in Dressrosa. He's not going to get shafted again, the character picks Oda made were very deliberate.

Yes, but he doesn't have the information or the ability Kaidou needs, and given his actions and Jack's actions, the Yonkou is not a patient man, and while the ire directed at the Strawhats is most important, the anger at THAT not being satisfied will boil over to others. Dofla is not safe in the hands of Kaidou unless someone can get him the tools he needs to continue his operation.
Of course, this also implies Kaidou WOULD give up Dofla for Caesar, which although Monet would bank on, Kaidou likely would just go 'nah, I mean you aided the Strawhats escape from Jack so really this is just payment so I don't kill you right now. And why give up Dofla? He's got all the underworld connections and no more legitimacy for himself, I can corner the market if I hold onto him' and that leads to Monet needing MORE help. But that's part of the longer theory of what keeps her around after and that's not really important beyond that.

The Grand Line being as difficult as it is to navigate, it's not difficult to imagine a tool that she hasn't likely used in nearly three years, and may not even work the same in the Grand Line/New World, is going to be grateful for help.

You're still banking on Nami, a character who's sailed the ship into the sky and to the bottom of the sea, isn't capable of sailing to an island even if they have a full sea chart detailing it because she can't tell which way is north by herself.
You're also taking away the importance of Nami being the ships sole navigator and guide, a role that's defined her entire character for as long as she's been in the comic. Her skill as a navigator and ability to safely carry the crew anywhere Luffy requests are as important to her as being a shipwright is to Franky, or being a doctor is to Chopper. It's not a spotlight she's going to share with another character since that's the equivalent of having another mechanic join the crew because Franky is incapable of doing his job.

Chopper is leaving behind a prime territory for him to have the reflections he's going to need for his 'The Fifth' arc. The ability to talk to animals is wasted if he's not going to talk to Zunisha, and the Minkmen are an interesting bunch. There's plenty of Chopper to be had in Wano, but for now his presence where the focus is Sanji, Caesar and Big Mom would only complicate things further unnecessarily, and leave him still not addressing his divides with the crew. Oda wouldn't just give up all that so he can fight in one arc right now.
And think of what he can learn for combat WITH the minkmen. Their healing, their electro, their other 'special ability' Inurashi also hinted at. Chopper is better to stay there and set up the events that will lead to his character's exploration.
Besides, if Zunisha's attacked, and the Minkmen are hurt again, is Chopper, Mr. 'I will be the Doctor to cure anyone' really going to say 'hey I know Doctor's oath and all but this one guy is really really important to me so I can't save your dying elephant island or your people right now. You got Law and the Heart Pirates anyway, you understand, right? Yeah, of course you do.' That's not in his nature.

Because unlike Nami, we have clear and present use as astronomy by someone ON the Grand Line all this time.
And maybe you're right, maybe navigationally it's not a big deal and it's not a big deal. But navigation doesn't cover eclipses, or the relevance of the stars, or celestial bodies beyond. Oda wouldn't have added all of those little hints if they weren't coming to a head. The understanding of astronomical events, monitoring eclipses, and understanding events, all are important to the Donquixote Pirates, and if they're important to them, you can be DAMN sure that the Strawhats will want an astronomer to help them with dissecting all that easily.
And astronomy can't guide ships through currents or survive storms, its navigational properties are mostly helpful for patching the holes in normal navigation. Nami would not be shafted for not being AS good with a telescope or a sextant as someone else.
Usopp's shipwright secondary duties got overtaken by Franky without a hiccup. Just because someone does multiple jobs, doesn't mean division of labor would assassinate their whole work.
