Greatness is a subjective. Critical acclaim doesn't necessarily imply greatness. Even if everyone says that something is really really good, if nobody actually likes it or remembers it and it ends up having little to no effect on the industry then you could hardly call it great. For example, Avatar was a humongously popular film for less than a year, now it's forgotten. It did nothing new and yet it was critically acclaimed, and yet nobody cares about it now.

The closest thing to an objective measure you could use is the influence it has on the industry, but even then something terrible can affect the industry just as much as something great, as is the case of stuff like Infinite Stratos or SAO.
