Sure, people change in three years, particularly in a situation of global turmoil like the one after Sinbad took "control" of the world, but the thing is that this aren't people.
This are fictional characters, so they will act and have acted in ways that aren't really applicable to most of the real people.
Just to give an example, after so many years of depression and anger people in the same situations of Morgiana pre-freedom or evil-Dumbledore wouldn't be able to change so quickly. They would most likely needs years or decades of psychological help just to be able to live again as normal human beings.
As I see it, the discussion between Alibaba and Morgiana before the whole Alma Toran arc is basically a binding contract of love between them (as far as manga rules go). Morgiana is basically forced by the "rules of fiction" to eventually fall in love with Baba.
Obviously this rules don't always apply, and this may be the case, but you can't argue against the fact that those rules apply to 99% of fiction

Any author worth their salt will give their characters the capacity to change things about themselves over a period of time. If a character remains exactly the same throughout the course of a series, then there is no progression to be had. Character development is the quintessential key in making an audience feel the aspects of a real life person in a fictional character.
Ohtaka has done this with her characters, namely Sinbad, Alibaba, Hakuryuu and Ja'far. All of them have gone through a significant change of their mentalities and what they espouse, and that's the reason why they were recently revealed to be the four most popular characters.
If Morgiana hasn't changed in these three years, then she will have failed as a character. And as has been said, three years is more than enough time for Morgiana to both change her feelings and develop new ones. This doesn't even necessarily have to pertain to Hakuryuu, but Morgiana must show the ability to move on from the past if she has any hope of progressing as a character.
And as such, because Ohtaka is one of the better authors in the shonen genre currently, I would not be surprised if she did establish a relationship between Mor and Hakuryuu to signify letting go of the past.

There is obviously char dev in a good series, but it can't just "happen" in an off-screen period of time.
There can be part of it or the "conclusion" of it during a time skip, but you can't go from "I can't really understand love but I may fall in love with you" to "I fell in love with another man" off-screen, because it would just feel like a cop-out. It's like having one of the many DBZ time-skip and find out that between them Goku has become a scholar, while arguing that people can change if given enough time.

Fish princess established herself as Baba's equal when they met. They became friends, with kinship to each other too. I'm sure this is a red herring and it'll be AliMor because she's the main heroine, but it would make sense for Morgiana to move on from an ambiguous crush.
