Light in canon killed the worst ciminals in the world. We can safetly assume he killed a few dictators, crime bosses, and major terrorist leaders. The problem is though, killing anyone beyond a street level thug would have major ramifications and only add to the conflict. For example, you cannot kill off the heads of the various Mexican cartels and NOT expect the country to quickly descend into violent civil war. His methods were very flawed because you can't just kill people and expect society to change.

He became a villian the second he killed the FBI agent's wife. He wasn't just cleansing the earth of criminals, he began taking glee in killing those who opposed him. By part 2, every major criminal was already dead. He was satisfying his messiah complex at that point.
