For a board that's supposedly about anime, people posting on this board seem to have very little understanding of what these anime series are.
These late night anime shows are almost all nothing more than advert for the source materials. Selling the BD was never their goal, at least not the primary one. They do care about the sales number as it's an indication of viewer reception, but poor sales number doesn't always mean the project was a failure (unless it's an original anime of course).
Phantom World's reception is probably lower than what KyoAni expectation but that doesn't necessarily mean it's a failure. And KyoAni is in a unique situation of also having its own publisher, so they never need to worry about securing the next project, unless the publishing side completely failed at finding decent LN's to sell.

Considering that they didn't even put posters of the characters outside of the Kyoani store when it started airing, and were too busy marketing the Free! movie (which didn't meet expected sales, although wasn't a flop), I'd say they werent expecting very much.
