Kalluto is 10 (4 years older than Killua when Killua first went to the Heavens Arena), and seems to have started developing his hatsu fairly recently. Kalluto also doesn't have a rebellious streak like Killua, so he'd probably be more receptive to nen training from his family. All signs point to the Zoldycks originally planning to teach Killua nen very early, but postponing it due to Killua's immaturity/rebellious nature.
Yeah Leorio just hasn't been focused on fighting. He's shown to be pretty athletic and strong physically. Plus he's developed hatsu despite not even training as much as the others.
He'll level up quickly when he gets training from Cheadle.

99' anime is dated and malforms the plot too often to justify watching it when there's a 98% accurate adaptation in existence. ie. you could watch people run down a long narrow hallway as is the intention or watch what's supposed to be a hallway siphon off into a multi-path mushroom trap of filler in the 99 version. that and there's even an arc where they cut content while adding a shitton of filler after the fact(heaven's arena).
99 does have some okay fights you could watch individually after everything else in your spare time, though. since they stretch everything out they give more content to a few battles, especially towards the end of the first arc. also read the manga if you can deal with the lackluster art, though that hasn't been a problem for recent chapters.

That being said I don't think that time is the only thing that makes HxH good; artistic freedom is a big part of it too. Well so far Togashi really hasn't killed any protagonist of note in HxH(Kite doesn't count) but it's still been impactful. I was thinking more about Naruto when I typed that, since it's pretty obvious that editors pulled the focus away from all the young ninja Kishi created in order to center it around Sasuke and Naruto. It just interrupts the natural flow of a story.
