I think he did, though he was part of a trend. In general the 80s and 90s were about giving anime a more cinematic feeling. In the 80s it was Oshii and Dezaki, while in the 90s it was Kon, Ikuhara, Ueda and Anno. Though to an extent you could see him as standing out since thanks to him this trend was also adapted by tv anime.
